Vanaf eind 1994 vergadert de regering-Dehaene over de oprichting van het NATO Consultation, Command and Control Agency of in het Nederlands: NAVO Consultatie-, Commando- en Controleagentschap (NC3A).
Bedoeling is immers het North Atlantic Communication and Information Systems Agency (NACISA) van de NAVO te fuseren met een Nederlands agentschap.
Het NAVO Consultatie-, Commando- en Controleagentschap (NC3A) wordt uiteindelijk in 1996 opgericht door de fusie van het SHAPE Technical Centre (STC) in Den Haag, Nederland en dat NACISA-agentschap voor communicatie en informatiesystemen in Brussel, België.
In de notulen van de ministerraad krijgen we enkel snippers informatie.
Op 1 juli 2012 gaat het agentschap samen met de NATO CIS Services Agency (NCSA), de NATO Air Command and Control System Management Agency (NACMA), de Active Layered Theatre Ballistic Missile Defence Programme Office (ALTBMD PO) en HQ Information, Communication Technology Management (ICTM) en gaat het verder onder de naam NATO Communications and Information Agency (NCI Agency).
Deze organisatie heeft haar hoofdkantoor in Brussel (België), hoofdlocaties in Den Haag (Nederland) en Mons (België), en diverse nevenlocaties in de Verenigde Staten, Europa en Afghanistan.
